I bought a Pirastro cello string recently. And in the pack, in addition to the string, there is a black tube-like thing and a white cotton ring-like thing. What are they? What’s their uses?

The cotton ring is often used for the same purpose as the black plastic tube. In the case of the black tube, it is slipped over the string so that the string doesn’t cut into the bridge, the cotton ring can be placed directly on the bridge and the string placed over it. Really depends on your instrument and how it reacts to the individual items. In some cases one may dampen the sound more than the other.
